I think crown store outfits will hide your shoulders as needed. I could be wrong. Basing this on people dressed up like they’re in modern night club atire running around. Assumed they got those outfits from the crown store.

They do, but the OP is correct. There is no reason why we can't hid the shoulders.
To a point you can using small shoulder pieces in the Outfit system, but you should be able to fully remove them.
That being said I don't think you should be able to hide all pieces, cause you know, specially in Cyrodil, you would have armies of naked jumping space bar bunnies everything. I think you should be limited to hiding maybe 4 pieces, maybe maybe 5. I'd love to have a 2 Hand DK that doesn't have a Chest Piece showing but like a 1 side shoulder graphic or something one day.

As for the lore... well, I already said it. "Invisible Armor". Enchanting your sturdy armor with an invisibility spell, to lure your foe into a false sense of security...
