Explain imperial city please

So I'm entering imperial city from cyrodil I'm only a Pve player at the moment. Planning on getting into PvP more in the future. But what are you supposed to do in imperial city. I start at my faction in some kind of sewer, and there are mobs here and there that I kill and get telvar stones. I found a door that led out to a place where I could capture flags. I'm just a bit lost on what to do?

    Look for the Drake of Blades.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
    Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
    House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
    Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

    There should be a General behind a desk in the Sewer entrance. Talk to them and then the Drake of Blades will appear. She will ask you to help her but not give you a quest. Then you go topside by way of ladders to the destroyed city and either she or someone else will give you a quest for each district. They are usually found right as you exit a ladder. There is also a board with a quest to place a flag at the banner right as you exit the ladder.

    Be aware that players can and will kill you (for the most part) when you are in the city or sewers. Bank your telvar often. There are bosses that aren’t easy to solo all over the place. There are roaming Banner Bosses in the sewers, you can hear an approaching heart beat, if you get into their radius they will hunt you down til dead, there’s no such thing as “out of range”. There are roaming bosses in the city, they are World Boss level difficulty so if you aren’t soloing those in the regular zones, you won’t be soloing them in the city or in the sewer.

    Flipping flags in the districts gives you bonuses but I don’t find it matters.

    There is a PvE quest line that you can do. If I recall the initial quest giver should be there in the starting sewer, and when you go up the ladders to each section you can pick up a quest for that area. There's also a very cool boss fight in the center of the sewers, and some strong roaming bosses in each district. The rest of Imperial City is, as you said, mainly focused on PvP flag capturing or fighting around the city/sewers.

    As said, the Drake of Blades in your alliance sewer base will give you the initial quest, take the ladder from your base to get to the indicated distinct and plant the flag. There is a quest for each district that is a progressive story and builds to a finale. When you've done it all, there's a repeatable daily for each district. Each district also has a skyshard, and a boss that counts toward an achievement.

    The Telvar you pick up along the way can be used at the merchants back at base. Warning, each death (to player or npc) will cost you 50% of your telvar. Bank it often, or less it build up for high risk/reward.

    The sewers also have roving bosses, stationary bosses, and skyshards in addition to regular mobs.

    Both the sewers and the district's have high mob density. The entire Imperial City dlc is 90% mobs, 9% Nightblade players and 1% bosses and alliance war npcs. The quests are fun if you've never seen the story before.

    Little word of advice:
    Don’t go into the sewers alone if you’re not geared for pvp! You will either be killed by a solo ganker or a small scale group! It might not be right away but they will watch you, follow you, and kill you when given the opportunity to. find people to group up with or find a pvp group to hang out with.

    The main questline for Imperial City DLC involves doing one quest in each of the upper city districts. Most of these are reasonable for solo play (on a quiet campaign at a quiet time to avoid other players), but the Arena and possibly Temple district fights are very difficult to solo for newer players - a group of 2 or possibly 3 will help a lot though. After the upper city quests are completed, you need to complete a couple of quests in the sewers. Once those are done, you will be able to do daily repeatable quests in the upper city (one in each zone).

    Other than the PvP and daedra-killing aspects of Imperial City, there are two new currencies specific to IC: telvar stones and key fragments. The amount of Telvar that you get from mobs depends on your multiplier, based on how much telvar you are carrying - but also on the number of districts owned (flagged) by your faction in the upper city. You lose 50% of your current telvar (on you) anytime you are killed, so bank it occasionally (banked telvar is safe). Telvar can be used to buy various sorts of interesting stuff from merchants in your base, including Hakeijo runes, alchemy mats, runeboxes, and armor sets.
    Key fragments can be sold to other players or used to unlock daedric vaults, one in each city sector plus WGT and ICP, that give armor set items and Xivkyn motif pages.

    There is a special guest NPC (boss) appearance sometimes in the centre of the sewers, but this is not for solo play - you should be part of a group of at least 8 people (12+ recommended), even aside from the risk of being attacked by enemy players. The sewers centre event can sometimes drop Hakeijo, a pet, or a Soulshriven Skin runebox.

    There are achievements (and a lot of telvar) for killing all the different bosses too of course, but they are usually quite hard to solo unless you are very experienced and skilled.
