Neither. People usually farm for rare and expensive set items, so whether the chest is locked or not makes little difference.
It does, actually, because the respawn timer starts when the chest is opened, not when it's emptied.
Simply put, you're upset you found a chest with things you didn't want, when the alternative was not finding the chest at all.
Your feelings were hurt, but the chest will respawn properly even if there's stuff in it, after a while it will just disappear.
You're not going to lose anything, not skill points, not loot, as the chest wouldn't have respawned anyways.

When 150 slots are reserved for PvE and PvP gear, and your bank is already full of stuff to deconstruct, stuff you're not sure it's going to be good next patch, but someone told you it will, and your mules with stuff you crafted to try out, yeah, it's not.
I have 8 toons, and 6 of them only have less than 10 free slots at all times.
Not one of them has trash, only keeping pieces I need to transmute, rings to deconstruct, mats to upgrade...
Oh, right, not everyone can afford to sub for crafting bags, I suppose that's my fault as well ?

Not everyone is a casual, some of us enjoy different types of content, that requires different types of gear. Does that mean I need to refrain from farming so that your feelings are not hurt ?
Everything you have said epitomises the problem. I'll acknowledge your point that you might need all that stuff for any conceivable situation. Presumably you spend most of your game play "in action". It must be painful to wait for you to rummage through all that stuff looking for the right gear, at the right time. I normally just die.

I like it when you share your loot with me. it is free gold and I don't loose a lock pick to get it. I also like those that skip simple chests as I have made hundreds of thousands of gold turning those rare green staves/gear to purple and selling them. got three mothers sorrow fire staves last week and made 80k each.

Um, maybe i’m ignorant on this matter, but what difference does it make whether another player loots everything in a chest, or leaves it open?
Treasure chests are first-come, first-serve. So the solution is easy: get to the treasure chest first.
The issue is not the respawn timer, but when someone leaves trash in a chest/node, other people waste their time on approaching to that chest/node just to realize it's empty/rubbish. If you have no time, you should know you spoil the fun for others. If you choose to be rude because your time is short, well expect the rudeness in return.
Untill this is somehow improved by ZOS or people stop playing rude, an appropriate message on general chat should make them at least ashamed.
If you see an unlocked chest, assume it's full of trash and just don't approach it.

You know, I have those moments too where I wonder if there's any hope for the species as a whole. Then I remember all the people who don't do these things. For the most part, 90-95% of the species as a whole is just minding its own business, doing its own thing, basically getting through the day as generally decent people. It's the minority, the 5-10% that's borking things up for the rest of us. We're just programmed to remember the crap. Thanks, evolution!
Get enough of the 10% to be truly awful and you spread the bad behavior-- which seems to be what's happening. It's that kind of bad thinking that leads to larger scale human problems like the global tragedy of the commons.

How about no? Because most people won't nab it. I opened one heck of a lot of chests last night with a leveling toon and
a huge crowd of players in the area. Only one idiot dumped enemies on top of me to grab said chest. Giving global access to either a full or limited crafting bag might help eliminate this kind of behavior or instancing chests. A lot of bad behavior can be engineered away with reasonable systems.
Then you're lucky. I have people run up and grab nodes and chests from me while I'm fighting on a regular basis. So there comes a point in time when a lot of people understandably just say to hell with it, and grab what they can. Plus I have actually sat there and waited for someone to finish fighting near a node only to have them wind up not even being interested in the damn thing to begin with - and then have someone else scoot by and grab it.
Ultimately, it's just a node, or a chest. It's not a big deal. So I no longer let it bother me. If you want to blame someone - I would blame the developers. They were the ones who designed it like this and made nodes and chests pop right by monster spawns. Plus, I've had people cuss me out for supposedly stealing their nodes when I didn't even see them. I told him i would be more than happy to give him his precious 3 ore if he wanted it. But I guess that wasn't good enough.

Forgive their audacity for they do not have ESO plus. Next time you see chests left opened, think of the poor souls carrying the heavy burden of crafting materials and unable to loot all the chest contents. So next time you see an opened chest, clean it for charity.

Another possibility, but I think there is greater return on fencing stolen goods for Legerdemain. I've always leveled it that way at least.
He was certainly there for a purpose, and that purpose was NOT finding CP160 gear "of the trainee". I would have chatted with him/her, but they were on an obvious mission and it wasn't bothering me other than finding it curious.
