Desperate Souls Bugged?

So I was trying to finish Desperate Souls, but when it gets to the "Slay Fatestealer" part, I can't activate Last-to-Water's soul crystal. No one else could do it either. Relogging didn't help and neither did dropping the quest and picking it back up.

Help? >.>

4/7/14 EDIT: After the patch today, Fatestealer is supposed to spawn properly if it gets stuck. This should let us activate Last-To-Water's soul crystal, since from what I've read before it seems Fatestealer's body or something had gotten stuck, which was preventing it from spawning when the crystal was "used".

Lirawyn Calatare: Traveling performer and bard who's 101% vanilla bean
Soliril Larethian: Blind alchemist who uses animals to see and brews plagues in his spare time

    Keep an eye on the Patch Notes; they usually note the quests they fix in there. Until then, it's probably best to drop it from the journal and/or come back to it later.

    Yeah, reported it in-game and went off to derp around in other parts of Stonefalls lol. I'll come back in a day or two and try again; with any luck it'll be fixed by then. Who knows, maybe it was just bad luck with instances or something.
