Skills that could make great additions to that bar include Channeled Focus, Unstable Wall of Elements, Crushing Shock (or Force Pulse), Degeneration (or Structured Entropy), Solar Barrage, Blazing Spear and others.
If you merely need your build to be "almost one-bar", Channeled Focus is a great backbar buff.

I got idea for this from Alcasts one bar build, and tried that first but I didn't like the skills he used. I'm sure his build is actually much better, but I don't really care about meta and liking the skills and the gameplay is more important to me. I want to point out that I'm 100% soloplayer so I don't have to care about how much I inconvenience others with my less optimal DPS. But this is how I did it and I love it.

Race: Breton
Skills: Boundless Storm, Blockade of Storms, Structured Entropy (this has to be changed comes the next patch), Twilight Matriarch, Inner Light, Thunderous Rage as ultimate.
Put your CP as you see fit.
Because you heavy attack all the time, there is no worry of sustain, ever. Matriarch heals you and herself, so it rarely dies and you can heal as much as you want because again, there is no worry of sustain. Boundless Storm gives speed too which I like. I'm really, really pissed about the changes in Entropy that are coming. So at least the morph has to be changed so you will keep the Major Sorcery, other option is to change the whole skill to Power Surge, which I haven't leveled so thank you ZOS for nothing.

Crit Surge should be strong for that build next patch.
