Dampen Magic (morph): Fixed an issue where this morph was not scaling in size based on how many pieces of Light Armor your character was wearing.

The patch notes indicate the 3.3% bug for Annulment, but listed it separately from the morphs. So it's likely that the morphs are not affected by the same bug, and are giving the 'true' value (6862), which is lower than the bugged value (7088).The fix for Dampen Magic seems to have made the skill worse than the base skill rather. Adding 2 more pieces lf light armor did not change the shield strength. It seems capped at a lower HP than even the base morph.

If you can lower your magicka substantially, you might be able to see whether Bastion affects the pre-cap shield values. It's mostly just confirmation of its behavior, but it's always good to collect all the related details for these sorts of reports.
Bastion needs to be reworked to grant damage reduction to shields, the exact and conjugate counter of shattering blows.
Seriously? Another 1K defense on a 7-8K shield is OP in PVE?
The shield is small. Math says taking 15% less damage tops is going to be worth 1200 shield points. Armor applies of course, but we're wearing light.
Right now shattering blows still works, and shields that are capped at 40% will still take 10-15% more damage without any possible CP counter or recourse.
That would be the equivalent of stamina players taking the full additional damage of the physical CP star while the points in 'hardy' don't do a damn thing.

@Minalan this change in shields affects Sun Shield, I mean, is it capped at 40% of your health? Because one of the good things that shield has is the way how it increases it strenght based on the amount of enemies around

I thought they just nerfed Sun Shield into the dirt too?
