No Fury set in Rewards of the Worthy box for Template Character?

They give us a box with Rewards of the Worthy items in it, but it doesn't even have the Warrior's Fury set or other sets currently available in Live.
How can I properly test things, if these sets aren't included?

✭Go to Vvardenfell, near the physical locations for the BG's, there's a merchant that sells boxes with sets like Fury in. You're given 1 million AP per toon.

Fury is awarded through Rewards of the Worthy/AP gain. There is no merchant afaik, with the exception of guild traders if we were on Live, where it can be bought. The Cyrodiil merchants are for other sets. Rewards for the Worthy Refresh
In this update, we've refreshed the Item Sets available from Rewards for the Worthy. They now provide an item from one of six all-new item sets, available solely through Rewards for the Worthy mails. Note the item sets that were previously available here are still available elsewhere in Cyrodiil.
