This patch is more like:
- Fixed an issue where light armor users had the means to prevent some damage.
- Fixed an issue where medium armor users had the means to evade attacks.
- Fixed an issue where heavy armor users could be killed. (Resistance on shields is a buff for HA, and crit doesn't outmatch 50% damage reduction from resistances)
- Fixed an issue where anyone could heal damage taken in PvP.

Tanks are getting buffed and becoming even more unkillable due to the shield changes.
