This would explain the time frames of including the extra week and is an extremely clever way of manipulating what would have been an extremely angry mob by those who already had the chapter. Basically forcing existing players who already have it to buy another upgrade pack if we don't get to 100% whilst new players get it for free.
I hope this isn't the case but I've seen enough companies do this to not rule it out here.

And I think its fine. Just look back to early access pack, just after beta. -> The so-called beta-monkey was given away with this pack, even to those that did not participate in the beta at all.
Did that hurt anyone?

edit: I fail to see how taking part in a community event entitles anyone to think they are better/have achieved more/deserve ... anything.
As I recall, the early access pack had the Scuttler, not the Monkey.

As an owner of the monkey, I can tell you what the drama was about, there were a bunch of tiers of beta where they slowly added more participants as it went along. They told those of us that got in early that we were gonna get the monkey and some people took that as you had to get in on that tier or sooner to get it. In the end it was given to everyone who was in the beta even if they only came in on the last tier which was basically an open beta. Some entitled people cried all over the forums because of it.

In fairness as rational as I normally am, I looked at that bar with a little cynicism. ZOS marketing knows how to market things, and sadly they've quite often done so at our expense. Sadly now everything that's nice I still am looking for the catch.I don't understand what you mean by them forcing existing players to buy another upgrade pack. You can't buy Summerset again - it won't let you apply a 2nd code for something you already have.
I'm sure, if we succeed, they'll advertise it during the last week as 'buy Summetset now and get these free extras', just like they did with the Morrowind Nix-ox. The only difference was that didn't require anything from existing players, you just had to own the expansion by the deadline to qualify.
I really don't understand all the paranoia and conspiracy theories around this. It's an extremely simply marketing technique with obvious benefits for ZOS (artificially raising player activity and an extra incentive for people to buy Summetset during the sale). I don't understand why there has to be some kind of sinister secret plot to trick us when there's a very clear, obvious benefit already.
Because the internet is full of wacky conspiracy theorists, and ZOS seem to attract more than their fair share of them!

While I'm not mad about whatever conspiracy is being uncovered/invented here, I do think that the only reason the Villa is free is because it is far too large to furnish it within the ESO+ limit. ZOS may have feared the outrage of both not releasing it and selling the flawed product. Since it's free now, they can use it to push their sales and calm the community as it's free and you shouldn't complain about free stuff.

That's how I remember it too. The monkey pet was announced just before the end of the last invite-only beta. I was one of those who got into the first basically public beta (you still had to apply and get an email saying you were invited, but they were inviting almost everyone who applied) and I read the announcement as everyone who got into every beta would get the monkey, but I can see why some people would have interpreted it differently.
