I don't understand what you mean by them forcing existing players to buy another upgrade pack. You can't buy Summerset again - it won't let you apply a 2nd code for something you already have.
I'm sure, if we succeed, they'll advertise it during the last week as 'buy Summetset now and get these free extras', just like they did with the Morrowind Nix-ox. The only difference was that didn't require anything from existing players, you just had to own the expansion by the deadline to qualify.

It's an extremely simply marketing technique with obvious benefits for ZOS (artificially raising player activity and an extra incentive for people to buy Summetset during the sale). Okay I raised in another post that I found it weird how the event is given to every player who logs in who has the Summerset chapter, they don't have to even do the event, and even tho players who don't contribute and even weirder it includes a period of 7 days after the so called event finishes so have no way of actually contributing to it. So basically they're giving everyone who purchased it an opportunity to get it even if they don't contribute to it's actual completion of the event.
So why is this?

And I think its fine. Just look back to early access pack, just after beta. -> The so-called beta-monkey was given away with this pack, even to those that did not participate in the beta at all.
Did that hurt anyone?

edit: I fail to see how taking part in a community event entitles anyone to think they are better/have achieved more/deserve ... anything.

Of course if the house isn't earned then in this case ZOS are not to be blamed, thats purely down to the player base.
