Shields got nerfed b/c they made healers feel useless in PvE.
Nobody was complaining about healers being useless in PvP.
So this round goes to the PvE'ers screwing the PvP'ers.
But I think we shouldn't point fingers at each other but rather at ZOS for producing such a clusterf....
I cannot come up with a scenario where a lucid and sane person would think that this is
1) good idea and
2) balanced

Adding a cast time to shield is honestly the worst idea you guys have ever had and you should feel bad about it. Make it critable, sure, no problem. Make it less effective, sure no problem. Add a cast time to it? Where's the uninstall button.
A shield for me is one of those buttons I press when I have one of those oh *** moments and I need to react fast because my healer is busy healing someone else, or I made a small little mistake of not being at the proper position but I can recover by casting my shield so I don't die and wipe the group and rip our score run. (I'm a pve'r) with a 1 second cast time, you want me to predict the future, you want me to play perfectly with 0 mistakes and 11 other people as well.
At least you still have a shield at all.

At least you have any kind of shield at all and can be ranged
Some stam have almost none, have to be in melee range to get the dps needed and can get one shot by vet bosses all the time because there is no way to get out of it.

Both sides always blame the other for nerfs. Unless ZOS splits the two entirely (I am not a fan of this) we either need to accept changes are made that will hamper one side to balance the other or just work together to find middle ground which works for both.
