However, yes, it is frustrating when outside circumstances prevent you from getting those big end of the month rewards. Power outages, bad weather, ISP being lazy, kids, family, work, all kinds of things could happen that prevent you from being able to log in even if just for a few minutes to claim the daily reward.
Yes, you get casuals to buy stuff or get so active the go eso+ who is hard to get out off.Why should we be rewarded for not logging in? The purpose of these rewards is for people to log in and there for MIGHT buy something on the crown store. So if you are not logging it in a chance to buy something, then why be rewarded?
Maybe I see this as what it is so I understand. Makes great business sense. Put in more vinegar to attract the flies. Add more honey to make it sweeter.
This has nothing do to about "rewarding" people for playing their game but getting more click bait in a chance since someone is already there they might buy something in the crown store. So if you are not there, then why should you be "rewarded"?

But once your in, why not go ahead and play for a bit? Maybe do some crafting writs or run a quick dungeon. Or maybe even just chat with your guild mates for a little while.

Maybe I'm biased but I find it a little disturbing how many people act like it's the strangest thing in the world if a video game isn't your sole priority and some people aren't willing or able to plan the rest of their lives around it. I appreciate everyone's situation is different and not everyone has a job or family or other hobbies, but surely you can at least understand that for some people ESO is just entertainment - a fun way to spend some free time - and not something to schedule all your other plans around?
Imagine if a movie was only shown at 2pm on weekdays, for a couple of weeks. Sure people who want to see it could take the time off work, but is that a reasonable expectation? Or should the theatre recognise that seeing a movie is not the most important thing in their customers lives and attempt to schedule it so it's convenient for the maximum number of people? Why is a game any different?
(And yes we can, and do, just skip getting the login rewards. I propose a new system: there should only be 22 login rewards total in a 30 day month, 23 in in a 31 day month, and 21 in february. the 7th reward, 14th reward, and the last 4 rewards of each month should be a big reward.

This is the first month we have a 28-pieces reward table, so it's an experiment. Besides I don't think it's hard to log in for 5 minutes every day unless you aren't at home for some reason...
It's not hard if it's all you've got to do at the time. When I've got 20 minutes between waking up and needed to be out the door, and won't be home again until the next day (or later) it gets harder. Then I've got to switch the computer on, wait for it to start, open ESO and wait for it to load, put my password in, wait for it to load again and hit enter to log into a character, wait for it to load again, collect the reward and then lot out and shut the computer down, all in between doing everything else I need to get ready. It's possible but it's very annoying having to stop what I'm doing and go back to the computer for the next step, and having done it once I'd say it's definitely not worth the hassle unless you really want the final reward and can't afford to lose yet another day. (For example I wouldn't bother this month because while 100k gold is a lot it's only gold and I can get gold in other, less annoying, ways.)
But I think you're right that it's an experiment. It's a new system for them and they're playing around with numbers of days and rewards to see what works for the most number of people. Personally I wish they'd do it the way other games do where the rewards aren't removed at the end of the month so if you miss days you fall behind but don't lose out completely. but I guess they think this works better, at least for now.
