This is intended.
Swift jewelry only increases the character's movement speed, not mounted speed.

I’m aware that is the effect, but that is not stated anywhere in the tooltip and AFAIK has not been confirmed by the devs. Anyway, this change would give you the 30% speed increase you want, at the cost of giving up jewelry traits.

The Trait Material, Gilding Wax, can be purchased from Rolis Hlaalu, the Mastercraft Mediator, for 20 Vouchers.
Riding speed is fine, if you really think you need more get the PVP Assault skill line. The first skill is a speed increase ability.
Once you get it you can use it in PVE zones.

It would have been nice if it did that, but it doesn't.

Possibly character size difference? My Bosmer feels much faster than my Altmer, even though they technically move at the same speed.
