I suggest you prepare for PVP, either by researching a PVP build, getting a group to help you, or getting stealth gear/potions to avoid combat.
I too used to hate Cyrodiil, though in my case it was getting those Cyrodiil fish for Master Angler. But I kept coming back, for skyshards, for delve bosses, and eventually I stayed and discovered that I really enjoy PVP in Cyrodiil.

Imperial City is basically designed to a be a "ganker's" wet dream. In fact: I would argue this game's entire PvP system is specifically designed to favor ganking and zerging. And then they wonder why the place turns into a "ghost town" unless there is an event going on....
You would think they could figure that one out on their own.
Here is a tip for the system developers in charge of PvP on this game - getting ganked isn't fun. The only people who are going to enjoy that kind of PvP are sadistic players who simply enjoy grieving others - because it's certainly not interesting game play... on either side of the equation.
So if you intend on doing PvP on this game I would stick to battlegrounds. At least there the odds are kept more fair. This game's silly PvP works best on a smaller scale with fewer people involved - because then you actually have a chance of defending yourself and actually engaging in something that resembles combat that isn't just a lame and annoying gank-fest. But I know this advice doesn't particularly help you since you need to do Imperial City for your quest.
That place is a living hell. So unless you have a group to run with I would simply avoid it. No video game award is worth the b.s. you are going to have to endure trying to solo in that sewer (and when I say sewer I don't just mean it literally).

Not only that but some players even act as double agents. You'll assemble a group and get a fair amount of tel var or go down into the sewers to engage in molag bal. Suddenly 1 players goes offline and 5 minutes later you have an entire zerg trying to steal all your hard earned ***.
This is what probably pisses me off the most in PVP. Not to mention the *** that happens in open world Cyrodiil pvp. People grabbing scrolls and delivering them to their main factions. Now that's something that should honestly be a bannable offense.

As a PvP player, I've also had this happen multiple times. Eg, was in a delve once and intentionally ignored the opposite faction player who I assumed was questing, while I waited for a boss to spawn. Why do PvP players have to be stupid? The one or two times someone from another faction “seemed” to be doing a quest, I left my weapons sheathed and they attacked me.

I only ever do what I consider fun. It may mean missing out on some shinies, but you really have to ask yourself - Are those shinies really worth spending your free-time not having fun?
If you decide they are - then its your choice. You decide to not have fun - so pointless to complain to others about it.
Pver's attacked me in ic, even after I put up block and helped this person with killing some npcs that almost killed him.
I tried to move from the place we were at but he continued to attack me. What a jerk!
I brought him to 20ish % health then tried to leave again. He comes back at me again, so I had to kill him. Rude Pver's
