You remember me, like 3 years ago, when I also came to the forums "nerf sorcs!"... well, somebody told me that the best way to deal with sorcs was to learn to play as a sorc. After some weeks debating, I decided to follow the advice, and I learnt to play as a sorc. After that it was quite easier to kill them.
If you can't deal with shield stacking without Shield Breaker, then you should try a Sorc to see what are they weak points and how you can exploit them. In simple, big burst hurts them a lot, same as DoTs. They easily burn their magicka spamming shields and healing, and when doing that, they're not doing dmg.
So, it is a L2P issue...

Disagree with big bursts. Shields actually recover from big burst better than healing and a good sorc is going to shield stack prior to an opponent lining up their big burst (hint to all non-sorcs: the good ones don't always shield stack every time they bar swap. Most overlap their shields. Similar but different). Big pressure is more accurate.
Don't confuse the full divines nightblades. They are going to Snipe>ambush>incap with 6k weapon damage and no mitigation/sustain and wonder why the sorc didn't instantly drop. Then they switch classes to forum blades. There are far to many forum blades and far to few good forum blades, don't need more.
