Didn't someone have a stream up fairly recently where he got to max CP on a brand new account in 5 days?

A few months ago I might've agreed with you OP, but I really do think it's well tuned. You're not gonna get to 780 in a day or two, but I don't think you should anyway.
Post 50, CP is the only real means of visible progression, and AzraelKrieg is correct about how vet content is tuned.
CP and levels aren't as impactful in ESO as in other games, and trivializing the sense of accomplishment as you gain CP would diminish a new players experience, in my estimation, not enhance it.
What it sounds like you are running into is the tedium of gaining CP on a second account, when you've already accrued more than max CP on your main account.
That, of course, is a different issue entirely and has nothing to do with a new players experience.
I would also hope that everyone can agree that this game like all others needs fresh new players to keep the game going. So I am all for anything that helps new players fit in faster!
I am sure some of you vets will disagree but I truly feel that ZOS needs to increase the CP gains for those that are well below max CP, or at the very least when a new DLC is released non max CP players should be given free 30 CP so the gap does not get any bigger.
I am myself a vet player with well over 1000 CP on my first account but because I have a 2nd account with about 380 CP I really understand the struggle that new players go through just trying to catch up CP wise. It is a little disheartening when you spend a few months making some gains and then a new DLC / Chapter is released and the gap is instantly widened by 30 more CP.

The absolute only way that would be even remotely possible is with CONSTANT 150% boosters and somebody else carrying your lazy butt through Skyreach - WHILE neither person slept or walked away for any of that time + full training gear, Blessing of Mara and being grouped - and even then I'm calling serious BS.
It's something like ~310 Million EXP to the current cap. I'm sorry but there's just no way that happened in 5 days. You'd be hard pressed to convince me it happened in 5 weeks and that's actually more possible.

Ehm dude...you know that every big player started as a new player?
If you earned your 1000+cp all by yourself then you have to know it as well
Or do you want the game become that kind of game you can play for a few weeks as you are a new player and as you are a old player who invested like 10k crowns + to leave the game? because otherwhise it is unfair to the new players
