Why wouldn’t it proc frags? Well. One out of three casts anyways.

Maybe because it doesn't have a cost and therefore isn't classified as magicka ability?
Last time i tested it (few months ago), Ele Drain didn't proc Frags.

Hey Kena I respectfully disagree that dual wield is "worse" than destro staff, just a different play style. I agree that in PvE destro staff might provide superior DPS however in a 1vX or outnumbered PvP scenario (95%) for me, I don't have time to sit there and tap 3-4 players with Elemental Drain and plunk them with light and heavy attacks. While l/h heavy attacks did get a buff this patch I don't think they are a reliable source of damage because of wings, ice shield, s/b reflect, dodge roll, shuffle, or sometimes they just miss on their own and go into the aether >< The vid Haxerus posted shows how fast paced and unpredictable outnumbered combat can be in PvP, applying debuffs to everyone etc takes away from precious seconds that to me are too valuable, again I think that's just a matter play style.
