I tested and reported this on day two of the PTS cycle, without any notification or feedback from zenimax.
How it works with sets is very very inconsistent, it will for example buff the major expedition you get from vicious ophidian, but not the major expedition you get from dreugh king slayer...
It seems like the internal testers of ZoS forgot to go through sets that give major and minor buffs and have them function consistently.

Why would dreugh king slayer be buffed? It's a consistent berserk mode, which us always up.

(Presumably, if the DPS was wearing Jorvuld's as on of their sets, the buff would be extended. Using J's as a DPS set obviously results in a bigger DPS hit than the buff getting extended can warrant.)
This is an extremly interesting set for pvp and its nice to see someone shed light on the mechanics of this set. I didn't give it a try yet, but there is many very valuable buffs you can leverage in combination with this set (major protection, major vitality, major berserk, ...)
