2) Enchantments are intended to at least be visible some of the time, which tends to be constantly in combat so may as well be all the time.
3) The visuals of the Maw weapons/shields are a very big part of that. That was important to the people gettign those items and is the very reason why the developers made those graphics, to entice players.
4) It's subtle enough to be not noticeable at all most of the time. I don't see why the complaints as if it was some neon barber pole hiding the rest of your character and most of the screen.
So, deal with it. Maybe you could try not enchanting your weapons and that would solve your graphics problem that is intended and preferred for everyone else.

Except, of course, the new Undaunted weapons actually work correctly. That is to say they have their visual effects while drawn. Where as the enchantments are active while the weapon is sheathed. That part is by no means necessary.

Also, do learn the difference between enchantment effects on weapons and VFX effects, which are two completely different things.

Indeed. I think most of us are/were sort of ok with the enchantment going off when you drew your weapon, like it does without an outfit on, and then vanishing again afterwards, but we are NOT ok with the enchantments on constantly, whether the weapon is sheathed or drawn. That's how it works without an outfit, no reason why it should work any different with one.
People cry and moan about the precious Moondancer staves, well I and others sure as heck spent just as much time and effort collecting motif and outfit pages and paid through our noses for outfit slots and gold to dye and change them, only to have it ruined by some low-res blurry perpetually swirling mess of an unnessecary texture.
For all I care, they could simply GET RID of enchant glows altogether, it's a poor leftover from Skyrim and nothing else. Or since we live in a free world of choices, give us a TOGGLE to show enchant effects on our weapons or not.

They did originally get rid of enchantment effects when the outfit system came out, but like 3 people complained and ZOS reimplemented them.
