Are you talking about the Warden class? I believe it is now part of the base game if I am not mistaken...

B2P games generally only continue to work by selling additional content.

Starwars Galaxies gave 9 classes for free with the NGE while destroying the rest of the game. Bad example, but they were 9 free classes nontheless.
Also Black Desert onlines classes you don't need to buy seperatly.
