Finding it hard to see your problem.
Internet speed has little to do with latency..Very little. It is entirely related to how long many hops are between you and the server. These packets and responses the data contained are very small. Even at slow internet speed they get to your PC and are entirely processed in microseconds or even nanoseconds. The limiting factor is latency not internet speed...unless you are operating at ancient speeds of say 56k.
Everyone is experiencing this issue and we know its not us at this point. We all know/understand its ZOS and we really want an answer or someone to look into this. They fixed the stuttering, now I just want this fixed.
This. I think it’s hilarious that people are trying to insist that performance issues experienced by a significant portion of the player base after a new patch are somehow user-end issues. I took a tentative step into Cyrodiil the other night and in the thirty minutes I was able to stomach it, experienced/witnessed: (1) multiple 5+ second screen freezes; (2) approximately 20 DC players frozen in place outside Sejanus; (3) frequent slideshows (no FPS counter on console, but I’m guessing it was about 2-5 FPS).
Performance was a problem before Summerset, but it was never this bad. I never had frequent screen freezes that would resolve themselves after a few seconds. Guild chat and zone chat is filled with many frustrated messages from people experiencing the same thing.
It. Is. Not. Us.
Summerset borked something, and I’d really like a fix soon. I spend a lot of money on this game, and I don’t appreciate being delivered poorly optimized content.

When you're in Europe and you're getting constant 200ms on the European server with a 5 second delay (the 5 seconds may be an indication of the instability of the server being far more than is actually shown i.e actually shown being 200ms), yet outside of the game you have a constant stable 10-30ms to everything else including other games on other server providers that are also located in Frankfurt. Ridiculous.
Come on ZoS. Even you cannot continue this arguement that its purely down to calculations and how many players are in cyrodil at once.

That should be enough, just as many if not more people than there are in cyrodil on MULTIPLE maps yet they manage to keep their servers stable and planetside 2 is even more chaotic than cyrodil is.
Sorry but the excuse that "its an MMO" only extends so far.

completely agree.Well on a plus all these new customers zos pulled with summerset will most likely leave if their games run like a three legged dog.. So Zos is actually shooting itself in the foot as we speak by not fixing it..

CU will do nothing. Its gonna be a niche game like DaoC already was with zero to none advertising. Im not trying to trashtalk CU, i've played DaoC for over 10 Years and im going to play CU for sure but its naive to think that all those casual ES fanboys that just play ESO because its a game in the ES universe will suddenly switch to CU.

Their Game is so broken, its beyond everything ive ever experienced.
Ping is not the same thing as latency. Ping is simply a request for a server to respond. It basically represents the time to arrive at the server. Latency is the actual time it takes for it to process the data in other words the delay between you doing something and it actually happening. Big difference. Ping tests mean very little. The difference would be Ping is like walking in to a fast food resturaunt and ordering a hamburger. latency is the time it takes before you actually get your meal from the moment you walked in.
Meanwhile, a look at Dev Tracker will confirm that ZOS are aware of the problems some players are still having, and which are being tracked and hopefully fixed in time for next week's patch maintenance across all platforms. I hope that turns out to be the case, so good luck to those who do still have problems that are server-side.
