This is how it's supposed to work. Every time you turn in a writ, you'll receive either a survey or a box of lower tier materials. Since copper is tier 2, this means you'll always end up receiving pewter, since it's tier 1. If you were doing Blacksmith writs with steel you would have always received iron.

Basically max level crafters wanted a way of getting low level materials to make armour and weapons, this is the bodge job solution that’s been copy pasted from there. Thanks to this we all get to spend longer cleaning out our inventories... but hey, it’s fun right

I'm currently doing maximum tier jewelry writs on only one character, since he's the only one that has fully trained the skill - I dislike grinding and didn't want to burn money/AP on PvP jewels so I only deconstructed what dropped from other activities and that why it took a couple of weeks. The other 13 run them at tier 1 since the pewter they receive and/or intricate pewter jewelry fully cover the craft costs; I have 200-220 pewter constantly. What surveys happen to drop I harvest with the fully trained for platinum and I've build up the stocks rather quickly. One thing I noticed that the other rewards don't seem to improve that much between tier 1 and tier 5 writs, pretty much the same terne and iridium grains, with the odd zircon; I have yet to see a chromium grain from any writ. By comparison other top tier crafting writs give full legendary tempers or Kuta about 1/3 of the time. So I find no reason to accelerate training the skill on other characters, in order to move from tier 1 to 5. Intermediate ones are even less worth while since they aren't self-sustaining.

Jewelry crafting is still quite buggy. There is literally zero reason to do copper writs right now and nearly no reason to do silver or higher. You won't get any better rewards. Might as well do pewter writs which are comparatively much more rewarding overall for your material investment.

actually there is, which is your skill raises more by crafting those higher lvl pieces. My guy on copper earns more towards his skill than my other toon doing pewter. both are lvl 50 so maybe if your toon isnt, you could be right

The amount of inspiration you get from higher tier writs is higher. But it's still much lower than deconstructing maximum level jewels. I simply put what I get in bank, deconstruct the purple and gold ones on the one that has the skill fully leveled and all the passives, since those tempers are really expensive and I don't want to waste them, and then use the white, green and blue to train additional characters. From my calculations it will take about 3 weeks per character to get from 1-50 doing tier 1 writs and deconstructing whatever jewelry happens to drop from other activities - as I said the latter accounts for most of the increase. Leveling slowly is actually what I want since, as others pointed out and I've seen myself, the rewards from maximum tier aren't much better than the ones from the base one, and also it will take time for the platinum ounces prices to drop enough to make it more economical. Pewter is slightly more expensive right now, but far less is used up, and also most of it is refunded from what you get in the container.
