My question: where does this recipe drop? I'm guessing it comes from one of the Waterlogged Psijic sacks I've managed to snag from a fishing hole a couple of times?

Rare fish only, as far as I could tell. Fishing in base game zones, I did not get more wet gunny sacks than usual, but got noticeably more rare fish and the blue fish were caught much quicker than usual - I've been fishing for two characters towards master angler and the difference in speed of getting the blue fish while using the food was major.
