If I recall correctly, then one of my characters completed that quest between May 11 and May 19 (inclusive). So, either the flaw is evident only in some instances and not in others, or it has been introduced since my character completed the quest (or both).
Or, of course, the flaw may only be evident in the game software running on a Mac, on XBox One, and/or on Playstation 4. Or perhaps it occurs only on the NA megaserver, or only on the EU megaserver.
That is why you must include the platform and megaserver on which you play TESO in your report. ( Guidelines For Bug Report Forum)
Frankly, I do not know what you mean by "Blade of 'WOWed' every npc in there ..." -- okay, I suppose that you killed all of the Telvanni NPCs who were in attendance? Select the quest in your Quest Journal and choose Show On Map. It might show where your character is supposed to meet her. If it shows the Audience Chamber building, then exit your character to the anteroom, etc., until your character is outside. If she is not there, then return to the Audience Chamber.

Ya and that happens from time to time with other quests where an NPC physically moves from one location in one space to another location in the same space. But not zoning. Now whether the designer intended for the NPC to look like they were arriving or not, I couldn't say, but I don't think the NPC is physically traveling from several zones away to this location after the player hit's this stage. It is likely the NPC is meant to spaw in right after the player lands in this location or already be there when the player arrives.

I definitely tried all that. The NPC is either not spawning correctly, or is in the ground or above our heads. The arrows aren't attached to the characters in some cases - just a spot, and the NPC is generally in that spot. So the arrow is there, just not the NPC.
I watched another player basically mirror what I was doing - leaving, going back up - going outside, checking the journal, going back inside etc etc for about three minutes before I said something in chat. And waiting around after a relog for about 10 minutes, I watched at least 5 other do the same before I made my first post.

Ah, ye Blade of Woe was it? I, too, played World or Warcraft for a long time. Ordinarily, I command the game client to make a screenshot, then use /bug to report a problem in the location where it occurs. However, in some situations such as combat, the screenshot will be made but the report must await an opportunity to write and submit it.BTW, CSR told me to /bug standing in the location. Not sure if this is different from the "Get Help?" Submission from right clicking on the Quest, but might be worth doing for everyone stuck here. I'll be doing it when I get home.
