Morrowind quest "Nothing to Sneeze at" Impossible to advance

The Morrowing quests "Nothing to Sneeze at", which you can pick up in Suran, seems to have broken. Not sure if this happened with the Summerset update, but lots of people are running around the area trying to find one of the NPCs required to progress the quest.

It happens at this stage in the quest:
"I gathered the lichen from an emperor parasol. I should meet with Tilenra near Menaldinion's clinic.
Objective: Talk to Tilenra"

When heading back to talk with Tilenra she wont spawn at all, making the quest impossible to progress. We've tried canceling the quest and doing it again, logging out or simply waiting for a period of time, nothing works

Posting to report that also encountered this problem. Same stage of quest. The quest marker indicates she should be around the little alcove near Menaldinion's clinic, but she is no where to be seen. Looked upstairs and down as well, everywhere I could think of in case I was missing something, but I can't find her and I watched several others pass by looking for her to.

I don't know if it maters but I picked up her quest before doing the Crimson Judge one but didn't do it until after I had resolved the town quest line. But given how many others are having issues with this I'm assuming that not what bugged it?

I had no trouble doing that quest after first picking up the Crimson Judge quest and then finishing the Crimson Judge before advancing the alchemist one at all.
It doesn't seem consistent.

I had the same issue with this quest and "A Hireling of House Telvanni" yesterday. I've checked both quests again today and still have the same problem. Other people I've spoken to are having the same problem too. I was hoping today's maintenance would fix it, but it looks like they're not doing bug fixes until next week (https://forums.elderscrollsonline.com/en/discussion/414506/pc-mac-patch-notes-v4-0-6)

I have this bug too. Contacted CS yesterday and told then I had already tried logging out for an hour.

They told me to log out for 15 minutes. Great communication skills there.

I tried all fixes, logging out, reloadui, dropping quest... it didn't work.

I logged in again today, still missing. Others in the game have also talked about how this NPC is missing.

This bug is so 2014. -_-

Same issue for me, i see option talk to Tilenra at specific place, but that's all, i'm pretty sure she is stuck under floor / texture.

Same for me, and apperantly its not the only quest in Morrowind happening the same thing. "A Hireling House of Telvanni" quest that you can take it Sadrith Mora, when you get to the last part to talk with "Sun-in-Shadow" in the Audience Chamber, she is not there.

We are working on a resolution and hope to have the issue resolved in a future update.

So we need to wait until next monday at least..

I kept getting told to talk to Soltha Sil after leaving the place for the next quest stage. You ain't switched to Gamebryo engine have you? :-P

I didn't have any problems so far, but yesterday I was running around on Summerset and someone asked if anyone else couldn't see Felandrian (the quest giver for the jewelry crafting certification). This seems to be a similar, if not the same bug as the others mentioned here.

This was on PC/EU.

Ah yeh, server I am on and have the problem as well is PC/NA. I also have encountered the same problem for A Hireling of House Telvanni quest. So that makes two quests I can't advance or finish because of this bug Seems to happen at quest stages where the npc is supposed to appear in a different location. NPC ends up not where they are supposed to be for the quest stage or anywhere else for that matter.

Yep, got this same bug right now, it never happened before so I assume it must've come with the Summerset update, though I have no idea why. Hopefully because tons of people are having the same problem it will be fixed very soon with the next maintenance update!

Yes, I also sent my feedback to the support team and received the same email. possibly this problem came with the release of the Morrowind expansion for ESO +. But I'm more calm now, knowing that I was not the only one affected by this bug and that they are already trying to fix it

Yep still broken... I even restarted this quest to be certain. She's still missing at this specific quest stage. I am holding off on restarting the other broken quest though since it was longer but looks like from what others saying both are still broken. Nothing in patch notes about it either... How long are we going to have to wait till the next patch to 'maybe' fix this? This sucks..
