387 + (189 x 20) = 4167 (old)

isn't it :
200 x 20 stacks = 4000 (new)
387 + (189 x 19) = 3978 (old)
So a 0,55% buff in PvE but a 0,0XX nerf in PvP where you might not get full stacks.
Overall it's just a cosmetic change.
