is it nerfed or just changed the way it's calculated?

200 x 20 stacks = 4000 (new)
387 + (189 x 20) = 4167 (old)

or am i missing something?

isn't it :

200 x 20 stacks = 4000 (new)
387 + (189 x 19) = 3978 (old)

So a 0,55% buff in PvE but a 0,0XX nerf in PvP where you might not get full stacks.

Overall it's just a cosmetic change.

Thanks dude, I kinda just thought that they changed it now because it’s simpler to read, I mean anyone can now go “20x20” and judge the damage properly
