Easy solution to this - You must place siege weapons from inventory. On the other hand, you can put in inventory siege weapons you have in bag outside combat at any time.1 -

✭✭✭✭✭At an earlier point ZOS tried to do that. They allowed siege to stack in your inventory. However they found that it was often bugged and non functional after setting it up, so they scrapped the idea.
The idea of a alliance war bag would possibly avoid that bug. It still is inventory, and the sieges don’t have to stack there, and it doesn’t count against your regular inventory. This is one of the best ideas to hit the forums in years. I've struggled with inventory a long time because all my characters have to carry the right amount of potions, repair kits, soul gems, keys, as well as oils, trebs, ballistae, repair kits, etc. This adds up really quickly and if you try to jump between pvp and pve on a character it can fill up quite a few inventory slots. Or at least let it STACK. I play 2 different factions regularly one in Sotha a different in Vivec.
