Yeah, it honestly just sounds like you have to keep reporting him. Keep your characters in a group, defriend anyone you don't actively talk to, maybe go into offline mode. I had a guy awhile back who would whisper me the most horrible things and, since I was on PS4, the blocking system was way more spotty. Kept reporting him and he eventually cut it out.

Take screenshots, videos, everything. Keep replying to the emails they send. It is absolutely unfair anyone should have to change their playing habits because one person decides they don't like you.

Maybe I missed it because the thread has so many posts, but how is the OP's life being endangered? Does the stalker and the OP know each other in real life? If so, some offline remedies should be employed, like contacting the police.

The point about teabagging is that it is a simpler definition than stalking. Try defining teabagging and stalking and see which definition has more gray areas.

First off, for those that are saying just ignore, until you have had this happen you to you or someone you know you will never understand HOW BAD it feels for the stalked. I understand humor is a way many people deal with issues so i pass no judgement for jokes, but when people flat out put down the victim in this, did you really need to do that?
Nearly the same thing happened to my Wife in an older mmorpg a few years back. This guy would constantly send unwanted lewd and sexually explicit messages. He would make a new character every time he was ignored. My wife stopped playing that game. I basically took over her account on that old game and the guy still messaged me all the time. Eventually he just disappeared.

SO to try and help you we need to establish some information. (this is Not Blaming)
What started the behavior. Was there a friendship first that started to go south and one party didn't want to end?
Was is a case of someone admiring your avatar and making unwanted advances?
Did it stem from a PvP incident?
Knowing what prompted the behavior to start might be key to removing the enjoyment the stalker gets from these actions.

I don't know if there are Addons that can track players, (if you are even on PC) I have heard of php add ons that have kill on sight lists, this person might be utilizing a beefed up tracker that you really have no way to avoid. That add-on if it exists should probably not fit in the ToS. So if that is what he's doing that may be a way to end it. If Zos flips the switch that stops add ons from having access to that sort of information.

All jokes aside, if you really want to know what we would do in your situation, we need more information.

Firstly did you take all necessary precautions to avoid him tracking you. Leave all guilds you have in common, remove him from your friendslist and keep only people you know and trust on your friendslist/in your guilds so they can't help your stalker.

You should also confront him. Tell your stalker that he's making you very uncomfortable and that you would like him to stop. I know it's a long shot but it's still worth a try.

You mentioned something about RPing. Now I don't ever RP myself, so I hope I don't offend anyone but to me PRers have always seemed like an odd bunch. Make sure the people you know with are trustworthy and genuinely nice. Don't interact with individuals you don't know and don't give away any personal information (this is hard, as you do it indirectly while rping). Also do you ever write in zone? Or type in chat? Is there any way you draw attention to yourself?
I don't know if this was the case but if you do erotic RP I think you're playing with fire...

How hard is it to track you? Do you follow a strict routine? Are there locations you frequent?
I myself would be terribly easy to track for example. I'm always in pvp and always looking for some smallscale action.
Try doing the unexpected and then tell us if your stalker is still able to follow you.

Lastly you should tell us your about your association. How did you meet and how did you interact with one another. We're there threats? Did he express any demands?
I am not an expert but certain things are not only against the eso TOS but also criminal offences. Do not hesitate to take legal action if you are genuinely scared.

Please share with me how stalking in game like eso could be dangerous, so it would be even justified to start some kind of witch hunt.

If all this person is doing is following you, where's the harm?

When I go to the starter islands, I get new people following me all the time. I'm used to it now, but I'll admit at first it was kind of unsettling.

Then I just figured they're hanging around me to get free exp or watch what I do to play the game.

Many people won't reach out to someone they don't know, instead just watching them.

In your case, though, I get the feeling the player may have been "wronged" by you (intentional or not), and is just getting back at you.

Well,, I suggested to not pay attention to them and do as if they aren't there - because I had experience with a nasty stalker in another MMO and nothing helped, but to consistently ignore him - all other was just pointless, because no one cares really. It is IMO the only way to get rid of a stalker.

Yeah, the only solution that has a good chance of working is ignoring his presence, and spending as much time in private instances (houses with no visiting permissions, group dungeons, arenas, solo quest areas, etc.) as possible . Sorry to hear that someone can be depraved enough to stalk you like this OP.

Had someone a bit like this hassle my high elf templar for a while. She was passing and healed him during a fight, for which he whispered me a load of lip. Ignored and moved on only to find him in the next town I went to and started hurling insults. All I did was toss in a heal on passing - most people are grateful for a quick BoL tossed their way when they're up against it.

I simply put him on ignore and went on my way like he didn't even exist. I did not reply to his comments or even look at him. He's still there on my ignore list, no idea if he still plays. Wasn't worth my time.

How i would handle it?

Lean into it. They obviously are looking to get a rise out of you and your current actions only make it more fun.

Take them off ignore, every time they are near you group with them. Keep doing whayever it wad you were doing, but get the group bonus for it.

When you stop letting it upset you, its not fun for them anymore.
