...Why you dragging that into this thread, man. This is a totally different topic- one which could actually potentially endanger the OP, unlike teabagging. Please let's not drag that into here.
Also stalking tends to leave behind a trail of chat logs, as OP said he has been asking around about them. Teabagging, which is just an action that you do, does not. Soo I'm not sure about your second point either.
If you take just elementary security steps of being online, as for example outlined in document mentioned above, there is nothing this “cyber stalker” could do. As I believe cyber stalkers are as dangerous as you let them be. You are in fictional world under fictional name with no connections to real world. Character in game could be bothersome at best and only damage is due to fear of stalking. Iinterventions you mentioned would be futile in case of truly deranged and determined stalker and on the other hand ESO is M rated game and I would asume that 17+ year old person can handle some random stalker without need of “divine intervention”.This situation is as dangerous as being stalked by Tythis Andromo. I would not care beyond putting the stalker in ignore list.

This player is displaying disturbing behaviour that goes beyond mere trolling. A troll would simply give up after being ignored. The persistence of this guy suggests that he is possibly obsessed with the OP, and that he won’t stop until there is some form of intervention (e.g. a temporary ban, or intimidation from others who are aware of what he’s doing.)
Someone harasses you by constantly following you, asking those you hang around about you, asking where you are at. and when he follows you, he never leaves.
Have him on ignore, does not help. Support even tells you , you could put him on ignore list but he continues.
You even try changing your @ name cause of this but somehow he knows it is you.

Honestly? I'd do nothing unless the player is actively engaging in my game which makes it difficult for me to play it.What would you do in this situation..?

Nearly the same thing happened to my Wife in an older mmorpg a few years back. This guy would constantly send unwanted lewd and sexually explicit messages. He would make a new character every time he was ignored. My wife stopped playing that game. I basically took over her account on that old game and the guy still messaged me all the time. What started the behavior. Was there a friendship first that started to go south and one party didn't want to end?
Was is a case of someone admiring your avatar and making unwanted advances?
Did it stem from a PvP incident?
Knowing what prompted the behavior to start might be key to removing the enjoyment the stalker gets from these actions.
I don't know if there are Addons that can track players, (if you are even on PC) I have heard of php add ons that have kill on sight lists, this person might be utilizing a beefed up tracker that you really have no way to avoid. That add-on if it exists should probably not fit in the ToS. So if that is what he's doing that may be a way to end it. If Zos flips the switch that stops add ons from having access to that sort of information.
