It doesnt matter we should still be able to wayshrine there and we cant. It tells us we need to purchase the expansion to travel there. (but the code has been applied to the acct)
I realize there is a problem, but some people have been able to get access to Summerset. I believe there could be two separate issues. I seem to recall the same problem with clockwork city PTS people being unable to access it until they completed the crownstore starter quest.

I have... not sure if it's complete on the PTS, or if I ran it after the the current PTS copy ran, though.

@Snowfaeriewings did your fiance digitally preorder summerset? Seems to be a trending thing that locked out people haven't.
For what it's worth, I had the same issue and I had not yet pre purchased Summerset. Others I know were able to access the content without pre ordering. Buying the chapter fixed the issue for me. Not sure if this was intended, as I was able to participate in all of the Morrowind Beta without buying the chapter first. So basically, if you have PTS access and havent purchased Summerset, pre ordering may fix the issue.

unknown i.p. yadda yadda, and it won't take the new code they sent for the 'unknown i.p.' i've been playing from for the last four years.

Did you copy paste the new code in? I had the "no access" thing too, and it took a few minutes for the email about a "login attempt from a new computer" to show up. When it did, I copy pasted and noticed I had copied a space at the end. I deleted the extra space before submitting and it worked first try. While waiting for the email I did some troubleshooting by exiting PTS, launching live but only to character select, then exiting live and returning to PTS in case it needed to register something about my account.
It still needed the code, but that worked as noted above. Probably my log out/in had nothing to do with it working, I'm just reporting the steps I took that ended in success.

after several trial/error/wtf/rage tries, i restarted the client, got to the verification screen, then opened the email on a different computer and typed it in; that got it working. i think i must've been screwing up something alt-tabbing out of the client?
really no idea, for sure. but hopefully this helps someone else down the line.

I just completed that prologue quest (on PTS; picked up directly from Vanus in Vulkhel Guard) on my account that was in the Morrowind closed beta last year. After completing the prologue quest, I still can't accept the Summerset quest and I can't travel to Summerset.
My other account that was not in Morrowind closed beta but received a Summerset invite today can accept the Summerset quest without completing this prologue quest. I can also travel to Summerset without picking up any quest.
Sounds like the problem is directly tied to the attempt by ZOS to include Morrowind participants in the beta without applying a separate Summerset code.
My option is also grayed out. Only "Upgrade" is selectable. I also participated in Morrowind beta. Used Summerset character template and selected to play through the tutorial. I was given a loading screen for Summerset, and then as soon as I loaded in, it then kicked me and sent me to Elden Root.
