If you want someone to take you serious report it on Xbox because Microsoft obviously cares.
I'm on PC so we can only report to zos but it is funny that microsoft cares more

Pretty much this. I never understood the act of reporting players anyway, especially over something harmless such as words?
As Ive said before, I am not ZOS playground monitor. If they want to pay me and give me a GM title in game, then maybe my attitude may change. But until then..

Yes, thats right. You will never get full agreement on what is right and what is wrong here, though some may believe their opinion is the only one that matters.
The real issue, is as you said, enforcement of the rules. And as I said, thats not my job. Let ZOS handle it, and if they let some get away with it, and others not, then what to say?
Its their rules, their playground, their decision. For those who dont like it, they have an ignore feature. Use it and problem is solved.
You don't have to agree or like what people say but if you try to prevent them from saying it you are a bigger problem than they ever will be.
I really pissed off some guy the other day because I would not duel him. I then kept using the laugh and guffaw emotes at him which mad him even more mad. I also put the Duchess personality on with red lipstick and the balding hairstyles. This was when I was playing on my male Redguard. He then mocked my fabulous character so I pulled out the Camel mount and kept spitting on him. Times like this just bring me satisfaction.

It’s like putting a bandaid over a cut that need stiches . Sure it may work for a few seconds but won’t solve the problem. And I agree , enforcement of the rules needs to be handled better.
Ignore for you doesn’t save everyone else from dealing with the problem.
I just don't understand why this guy says the N word to practically everyone he interacts with and isn't banned but if someone else says something they get banned. That is what I am wondering about.
