Chill -- how to do it?

I'm playing a Nord Warden and want to maximize the change to Chill the enemy. What is the best to do to it?
1) use ice skills from Warden. Only a couple of these can chill the enemy, the shields won't, right?
2) use Frost enchants on my 2H and 1H weapons. Do these have a chance on every hit? Or only whenever the enchant goes off? What about multiple enemies? Does one swing affect multiple enemies?
3) What else can I do to increase the chance of applying Chilled?

✭✭✭✭✭Use an ice staff.
Wardens get 300% extra chance to apply chilled with winter's embrace abilities via passives. Destro staff gives an extra 100% chance to apply status effects with any ability while a destro staff is equipped. From winter's embrace you have arctic blast and gripping shards, stacked with a frost blockade from destro staff, for massive area chill chance. You can also add onto that force shock, impulse, etc.
But if you're intent on using 1h/shield, the only thing you can do to increase your chill chance is frost enchants on your weapons.PS4 / NA

And use frost enchant
Then warden passives and destro passives.
Of course the assylum perfect staff would be awsome

OP sure does know how to time things. I think he or she applied status effect to forums.
It based a few things check @alast page for numbers. Its also additive on effects so while seems small they add up.
You could use frost staff, any desto staff, enchantments or skills.
