My only hope is that the NBs will stop saying their class is ''squishy'' with minor protection, major resistances and vigor+dark cloak HOTs.

You're still lacking a means of Major Brutality. Also in PvP the heal is going to be meh. You're looking at a 3200 heal with battle spirit, and a 5100 heal if it crits. Not terrible, but rally is not only a stronger heal, but a means of Major Brutality.
The devs are gradually turning Shadow into the tanking tree, and the existing morph of Dark Cloak already has minor protection; if you want the expedition there are other skills in the class to get it, like Double Take and Path. And certainly for tanks this sounds like a must-have, though NB tanks are a bit of an endangered species at the moment.
My read is you take Dark Cloak for the burst heal. Even as a DPS that's probably a more efficient way for solo-type content (or PUGs even, considering), provided you have a flex slot to burn (because it'll work out to what, 6k per cast or so, assuming "normal" DPS stats?). And certainly for tanks this sounds like a must-have, though NB tanks are a bit of an endangered species at the moment.
As DPS there is (and should!) be better ways for healing. Magicka uses healing wars and shields, stamina uses vigor and rally combined with dodge rolls and cloak. This morph is supposed to help tanks be more competitive, since they neither have access to reliable cloaks, nor shields or dodges.
Of course this skill can’t be compared to ice fortress, and I think 5 seconds of minor protection is pretty reasonable given you will get it when you are under pressure, hence healing.

I figured the new dark cloak could be a way to not be forced to use 2H for rally in pvp.
When it comes to balance, I think somethings wrong if practically ever stam character has to use 2H.
Warden has a 20s minor protection skill so obviously nightblades is fine with 5s. Logic:)
