Dark flare to debuff even if dodged

As a Templar player this may sound awesome ... But I actually think this is a bad idea.

Skills should not add an effect if dodged ...

What are your thoughts ?

    Major defile is an aoe debuff and empower is a self buff. Right or wrong, ZoS is making everything fit into its rule buckets.

    That's good, at least it won't be a waste of time casting it a fair chunk of the time.

    1. It apply AoE debuff. So it just wrong that you can dodge aoe.
    2. It was undodgeable for 4 years and was only recently ninja made into dodgeable for some unknown reason. Now again undodgeable.
    Sounds more like it was bug that was fixed.

    I'm curious how line of sight affects this.

    Like many projectiles it seems to matter when you get out of LoS, I've seen it bend around a corner a few times, not that its the only skill in the game that does that.
