We get that in cyrodil as well. But in ESO, everyone can sneak so its not that big a deal. Ah, yes... I remember the "fun" of various PvE quests that forced you to walk into/through those areas.
I’m saying “no”, but only because you’re just going to end up with more of the same. I would actually recommend more classic setups like 10v10, 20v20, and 2v2 arenas. I’d also suggest more classic game modes with those like capture the flag and king of the hill.

Which is - anyone can be killed anywhere at any time. Except that if you attack someone in a "high security" area the local AI "security" (buffed to godlike stats) will, after a specified number of seconds, show up and kill you.
So yes, PVP everywhere but the town guards will chase you around if you start slaughtering people at the crafting station.
Oh, and throw in EVE's mechanic where when someone kills you, they can loot, say, random 25% of your gear. [In EVE the rest is destroyed outright, but that would probably be a bit too punishing in an ESO context.]
Yes. I would support this. And I'm not even being sarcastic. More gleeful like, in fact, not the least because a month of that system and people like the OP will be begging to go back to the good old days of bland old Cyrodil.

This would resolve server load immediately as everyone quits the game.

My favorite idea will still be the bridge fights. Make them destroyable, or at least capturable to spice up what is normally just a game of tug-of-war. Those fights generally just end with people respawning over and over, until one side gives up and goes around to the second bridge.
