Its pretty easy to pick difficulty modes.
For Overland/dungeon Content:
Easy - use an end-game capable DPS/Tank/Healer
Moderate - use a decent character with under 20k DPS and PUG normal dungeons
Hard - use a hybrid build or random gear sets or an inefficient rotation, or PUG Vet dungeons
Extra Hard - use only bow light attacks

Putting all the tryhards in the same server will never work. Tryhards want to fight inexperience players and have people marvel at how hard they try. If you give everyone a cookie people will be mad because they want a cookie no one else has.
