Except this argument falls short because you don't need skill to ride a ride, and just because you have those max CPs, doesn't mean you can put out the skill to back them up.

There's a reason this isn't a poll. To implement this would truly be pay to win. It would also lessen the games appeal.
I sure would love a way where new PvP players could join Cyrodiil with full CP and unlocked skills. Most PvP players I know hate anything pve-related with a passion and will go with unlocked skills/passives until they rank in Cyrodiil. I know that there is a no-cp campaign and battlegrounds. But during the weekdays, we sure could use more pvp players overall. So it makes me wonder if being able to have full CP and unlocked skills would bring more players to the game. Just my thoughts.

Yes but other forum posters said CP won't make you a better player so how can something that doesn't make you a better player be pay to win? They also argue that it doesn't really benefit you that much and isn't very important. If this is true how can something that doesn't make you win be pay to win?
