    Results 7 through 9 do not mean the request is not making it to servers. It means the firewalls on that server are blocking the traceroute request. This is common.....

    You can use Perfmon /RES to check you possible latency.
    Simply press Start key(on keyboard)+R and type PERFMON /RES press ok.
    Looking under Network you can identify the ESO.EXE and its PID then match it with the connection and scroll across to the right to see the latency.
