None of these options have solved my issue. I cannot find the UserSettings.txt file to change the number to 0. I am still unable to launch the game even tho I can see that eso.exe*32 is running.

I am having an issue launching the launcher itself. A moderator in another thread suggested to rename the file "ProgramData" to "ProgramDataBackup" within the Launcher file itself. It didn't work for me. I'm on windows 8, tried running in windows 7 compatibility mode, running as admin and deleting / reinstalling the launcher setup 3-4 times, twice in the default download location. No matter if I use the desktop icon or going in and opening the file it will not open. It does appear in task manager and the icon on the bottom right hand of my start bar if I expand it but it goes away after about 30 seconds. I bought the 5 day early access expecting there to be server issues... but not errors trying to update the game or load into the launcher....

Ahh I have no clue about that, but have you tried right clicking it push "run as administration" ? you might have to send a ticket in or something

@deadrez When you attempted to run it in Compatibility mode, which option did you use? I would suggest Windows XP Service Pack 2 or 3 if you haven't tried them. Also what Operating System are you running?

@Blade7606 I would try Compatibility mode for Windows XP SP 2 or 3. You are running Windows 8, is that just 8 or 8.1?

I have the same issue. Sometimes my launch screen says initializing 100% with blue play button, sometimes it says complete with blue play button. Click the button and nothing happens.
Ive tried repairing, reinstalling , and checking for updates. Ive double checked my processor, video card and windows software for updates. I haven't switched from Windows 8 to 8.1. I went through my documents to the Elder Scrolls Online Folder and there was only 4 empty folders, so I created the UserSettings.txt as directed above. Ive changed the .exe to admin and compatibility for win7 and winxp. Still nothing.

@abaddon76 dude I'm right there with ya the same thing happens to me and I haven't found a fix yet
