If the Live folder doesn't exist, should you create it or can it just drop into the main file folder?

Don't know if this will help anyone but installing the DirectX End-User Runtime Library might be useful if you have never run it before. I had to do this to get the game running on a fresh W8.1 RTM installation.

I had this problem in Beta. It turned out that it was caused by an advertising program (malware) that was running in the background. I didn't even know I had that program but traced it to the Google download. I uninstalled all my browsers (IE just goes to an earlier version). I then ran MalwareBytes and WiseFixer and Norton and did some manual registry cleaning and removed all the programs that are not something I installed, more registry cleaning, rebooting, reinstalled video card software from the dealer, reinstalled DIRECTX, and ran a program updater called ProgramNavigator. Then I had to run MicrosoftFixit to get everything properly installed. Finally I reinstalled IE 11. Then I had to reinstall my server and router. It was a mess, but it finally works.

I have tried all of these solutions. I have no My Documents/The Elder Scrolls Online folder. I have nothing period in My Documents for ESO. I created one and the UserSettings.txt file and it changed nothing. I changed my compatibilities for both the launcher and the eso.exe to Windows XP service pack 2, 3, and Windows 7 and ran both as administrator. I'm running Windows 7 Professional. It's been days. Missed all of headstart. Support doesn't know what is going on and barely responds. I have no idea what else to try.

If it helps my system specs are Intel (R) Core(TM)2 Quad CPU Q9550 @ 2.83GHz 4.00GB RAM AMD Radeon HD 6800 Series Windows 7.

@Aidron And when you navigate to that location by selecting Start > Computer > C > Users > (Your Name) > My Documents there isn't an Elder Scrolls Online folder?

Have you tried reinstalling the game?

Yes. I did that earlier in between posts. No change. I just re-tried various compatibility mode settings, but it changed nothing.

Bump, being unable to launch the game from the Launcher has been an issue now for a couple weeks. No resolution.
Pro Tip: Form a group of 4 and hang out with the zerg. Now you can claim you only run with 4. I'm l33t

Hope this helps some of you. Was frustrated after trying everything. Launch the launcher... then leave it running as you change the ProgramData folder to ProgramDataBackup. The launcher then boot up properly and creates another ProgramData folder.

Ran in Windows 7 Compatibility mode as Admin.
