Is this normal for heists?

Hi.

I've been trying to do daily heists but in many cases I get some npc blocking me at the entrance:

I looked him up on the uesp-wiki and it seems he's supposed to appear at the end of a heist? So I'm confused, is this a bug or is he working as intended? Also how do you get past him easily?

If you abandon and restart, wait about 15 minutes before going back in. That should clear it up. Same thing happens with sacraments if you abandon and then immediately port back in.

They spawn a few minutes after the heist starts. Not when the timer runs out. If you need to restart a heist or sacrament, you must wait 5 minutes (not 15 minutes) after being ported out before you can do it again. Otherwise, the instance will not fully reset, which causes problems such as this.

(Also, the instance reset time is 5 minutes game-wide. Dungeons, trials, Maelstrom, heists, sacraments, etc.--they all reset 5 minutes after the last person is ported out.)

You can also try killing the boss and restarting after that

These "Bossguards" show up after the timer ran out, get faster. Normaly they walk also around a bit.

From the look of the minimap, you're coming from the entrance, if you just started, they shouldn't be there, i'd call bugg.

Thats the overseer, you ran the timer out so now you have to defeat him to leave.

I just started the heist, you can see "Time left: 7:52" in the bottom right corner, below the quest window.

I am thinking if it is not some case like, you accepted the heist quest before, left, then started it again, so it somehow bugged itself, but not sure about that...

have you tried to abandon the quest go back to the thieves, accept the quest again and again try the dungeon?

Yes, I tried restarting because an npc somehow saw me through the floor when I was opening a chest.

Now that man stands there every single time I try restarting it, and I can't get past. Just gave up on my daily heist today because of it.

As i suggested bugged, if he just stands there an does nothing, he's timer for spawn probably bugged and the normal routine didn't start yet.

Yep, try abandoning the quest and wait at least 5 minutes before you start it again. That should be enough time to reset it completely.

Thank you everyone, I went back 1 hour later to try it and he was gone. He only appeared at the end of the heist.

The boss guard spawns near the entrance every time, even if the time hasn't passed; not sure what triggers it, but maybe picking up the last treasure. Sometimes it's a bigger guard, other times a Daedroth. It has a standard path so it's entirely avoidable. The trick is to learn the heist map, plot a time efficient path and leave 2-3 minutes at the end and then pick the right moment to pass that last guard, or simply run past it, eat the time penalty (it's 30s as far as I can remember) and still turn the quest in for maximum rewards. As the others have said, it's probably bugged if he doesn't move.

P.S. The guard that spawns after the time has passed is called overseer and it's encountered in Black Sacrament quests.
