Every patch brings along with it nerf and more nerfs. Nerf to classes, skills, armor sets, mechanics, etc.
There's a sense of fear and excitement whenever patches come along. Excited that new content is coming. Fear because your class and your playstyle gets weaker and weaker with each patch because you've found a way to be competitive, not even overpowered.
How about buffing to balance out the classes instead of nerfs?

Congrats. You fixed the game. No one thought of that before.
All sarcasm aside, that causes power creep as new sets are introduced which bring one spec above the rest, then everything needs to get rebuffed. One easy way for more balance would be to change CP to be more of the top 10/30/75/120 passives, then we don't get a power creep that ends up in a nerf, but we get a higher skill cap for those who can use the "active" passives to change up their playstyle and get better.
