The supposed exploit is that ZOS bugged out the queues, causing anyone trying to get into Cyrodiil to be sitting in endless queues. Due to AD having the largest active population at the time when people started to be locked out (not usual, AD usually has a solid night-time population) AD benefited the most which was exacerbated by AD being able to rush the map and crown an emp, so that DC and EP players logged off and found themselves unable to log back in.
Its pretty much entirely chance that AD was the faction that benefited the most from the timing, and I think its foolish to pretend that DC and EP wouldn't have done the same thing in AD's place.
This wasn't an exploit, this is combo of zeni's crap coding and crap communication / responsiveness. But you're right that it seems similar to the IC XP situation. If they punish people for benefiting from their own ineptitude , where do they draw the line? The punitive attitude they've shown before could easily be applied to the AD who ran the map last night, or to anyone who stayed and played in Vivec after it became clear that the pop was bugged.
I'd like to think they'd use more sense than that, but history has taught me not to put too much stock in Zeni's decision making.
