what do you combine it with? storm knight (wondering if the proc chance is high enough) or something like overwhelming surge or jolting arms or something completly different...?

Archer's Mind or Marksman. People still go about like crazy about Bone Pirate, but disregard Marksman entirely. At times, I think it's actually better. Just wish there were like other weapons besides bows for it, that's the only reason I go Bone Pirate over it on some builds. With the right setup, Archer's Mind is really really strong on stamblades. I don't think I know or heard of anyone else ever using it.

It's not as good in PvE as a pure damage set like Hunding's or Briarheart, but it's still pretty good. It procs on a much wider range of effects than the tooltip would lead you to believe, to the point where any stamina build can keep it procced close to 100% fairly easily.
And it can make for some nasty PvP builds. That's a big damage buff to Lethal Arrow, Poison Inject, Acid Spray, Spectral Bow, Killer's Blade, Incap, etc.

Oblivion's Edge. It's awesome. Heals you for a huge numbers everytime you kill the enemy (1300 HP!), and, moreover, fills an empty Soul Gem in your inventory! Great alternative for Soul Trap skill which is awesome as well. I have no idea why do people prefer Hunding's Rage.
Prayer Shawl. Incredibly high chance (6%!) to apply a shiled on ally (a huge 2800 shield)! Could someone tell me why does everyone prefer Combat Physician insted?
