Millennials are (according to William Strauss and Neil Howe - authors of the term) kids born in early 1980s up to early 2000s. And irony of that is that people born in 1980s broadly use the term to complain about "millenials" while in fact they are millenials themselves
Anyway, the term is obviously huge marketing BS. Someone once succeeded and made a huge money with a book where he names previous generation (was it generation X?) based on some BS stereotypes and very unreliable assumptions and connections to the historical events and that started whole the boom about how to name certain generations. It's mostly BS not worth of anyones time.

Does it mean that the perpetrator should spend ages not being able to set foot in town? Ages being unable to browse guild stores to find what he need? No .. I cannot, in good faith, agree with that.

The thing is .. even with the passives, a bounty takes far, far too long to vanish ..
I don't know, maybe implementing a repeatable quest to reduce the bounty by X percent would be a nice, immersive way of solving those predicaments.

Your statement says he's playing one toon and doesnt have access to a personal banker. There are ways to deal. I dont feel sorry for him. Had he shown a screenshot of a 10k bounty, I would have a lot more sympathy than 1.7mil. This sats to me that he did it purposefully to come to the forums and whine about it.
Capping the bounty would be boring.K, when I am bored I like to harass guards. But my grief is the instant-kill and "take your gold" the guards can do on you even if you are able to get away from them.
We cannot kill the guard! The instant-kill and rob that guards do must go!
Meanwhile, I will try banking my gold before going on a crime spree. (I've never tested this... I hope they don't draw from one's bank balance.)

This is exactly my feeling. You don't get to 1.7million bounty by accident or over just 30 minutes. He purposefully did the actions over and over and over...and over. It kept telling him on the screen he was doing bad things. He chose to keep going.
Is there anything wrong with this in the game? No not at all, it is your choice in this game. Does he now have a penalty? Absolutely. You can play this game multiple ways, and he chose to play THAT character on THAT side of the justice system. I'm sorry but you don't spend who knows how many hours playing THAT style of play then suddenly decide you don't like it so you want forgiveness so you can play the normal way? Really?

I doubt they're using more memory space than this for storing the values and it's just enough to accommodate the current bounty records.

It would take so long to get that kind of bounty, I don't think I'd go for this even if I knew it both worked and was legal. ^^

They could add more feedback about how big of a hole a NEW player is digging for themselves.
No cap. 100k for particularly a thief is nothing.
New players don't rack up this much of a bounty, if they are new anyway then deleting the character and starting over if they are so impatient will not be much of a loss.
New players have a HUGE learning curve, as we all did when we first started, how the game handles crime is the least of the new player community's worries. Stop blaming new players to get what you want

Because, what other choice you got? ZOS is not going to fix your character, it's not broken. It did exactly what it was supposed to do, accrue a bounty from observed murders and assaults.
