FPS, Lag and sync departments don't work on new DLCs.
Balance fixing team doesn't work on the DLCs, except for the new sets.
Upgrades to current content. I assume you mean things like UI and guild-store improvements? In this coming DLC this team would be involved with their work on the storage and outfit systems. Okay I guess this might be relevent how many people you pull off the new DLC to work on these existing systems. But I also feel like these upgrades can be done slowly without the time pressure of DLCs so you can give a small team a year to work on these improvements without there being a problem.
Unfortunately, this game has been out long enough for the original programers to have moved on to other jobs, so I don't think that you can always get people to go in a fix their own code. obviously ideally you fix the bugs before release but I feel like sometimes the bugs are interactions with old systems written by different people.

There are a few people that seem to think i meant fix everything. That's not what i said nor implied. What i said and implied was that instead of spending resources on creating new problems, spend resources on getting rid of a lot of the current ones. If they fixed half of the major issues and a quarter of the minor ones that would be a big improvement.I don't make illusions about fixing everything if they would skip 1 DLC. It would simply never happen.
