The idea is simple.
Everyone is on the same side, fighting massive battles against the Daedric invasion.
Imagine you hold a keep. In comes a daedric army to take your keep.
The Daedric forces would offer different tactics compared to the PvP players. While they do use many of the same weapons and items also available to PvP like siege weapons and repair.
But also some new stuff. For one they can launch scamps at you.
Like we saw here in this trailer.
Secondly, the Daedra also have other assets they can use. Not just humanoid enemies but also creatures such as Banekin, Clannfear, Harvester, Spider Daedra, Winged Twilight, Daedroth, Atronachs (think of the large Flesh Atronachs) and Daedric Titans.
For those who played Skyrim, remember Dragon attacks? Now Forts/Towns/Strongholds can be attacked by a Titans that was flying by. Large shadows will make you look up. A Daedric Titan attack may be a pre-cursor to an invading army.
Overall make the Daedric Invasion something Armies of players can participate in together. The overall idea is Craglorn but more engaging, where player WANT to get together to fight. How Imperial City is handled is a matter of debate.
Imagine these guys showing up on your doorstep with an army OR imagine them simply roaming Cyrodil. Like the bosses in Imperial City, they could wonder the vast territories. Have 1-2 located in each Alliance territory.
Would love to hear what you guys think could be added to this and just on the topic in general
EDIT:
I know there are people who would not want PvE interfering with their PvP. So this would be a PvE zone.
This also works for characters who see the Alliance War as pointless and would like to focus on the Daedric threat.

it's called testing. They tested it themselves and found that it did not work. If they don't find it promising they are not going to put it on PTS. They said this themselves

It's like a dolmen because it's a free-for-all, but much, much bigger and continually evolving. It's like trials, but you don't have to form a fixed group and you can join or leave whenever you want. You just go there, join in, and fight the invasion.
Cyrodiil and PvP don't come into it. So no PvPers can get upset.

You're reasoning for creating an entirely new PvE area, that would preferably be the size of Cyrodil, is so then it won't upset PvP players?
PvP players are already upset by the lack of PvP content. If ZOS created a whole new PvE area that's only purpose is fighting Daedric War then they would be upset "Stop making more assets for PvE and work on PvP"
It would be more practical to simply re-use the Cyrodil Asset.
Now I do have a PvP idea that I will put in a different thread, but not suggesting Cyrodil because PvP players might act like children and have a temper tantrum is silly.
Its not my fault if they don't read the whole post where I say at the very beginning "This is not an idea to Replace PvP and has Nothing to do with PvP"
