You can forgive the PvE players who just want buffs and don’t look at the bigger pictures. After all, most of them complain about set changes too and love it when their armor plays the game.

Now go on the PTS and test this change out and realise that this change won't be changing anything for most nightblades in either PvE or PvP.

While many will enjoy this i liked the fact i had to time my hits for my burst and pay somewhat attention. This changes just adds to the list of hand holding at its finest.
While it is nice making skills easier for new players to use it also removes any reason for them to learn combos or proper weaving in pve.

So to you it’s just a QoL change when in reality it’s a considerable buff for the very reason you stated: Better and also worse players than you will get the skill off more reliably and more often now.
Speaking of being clunky I think more than half of the Templar skills would yearn for such a treatment, and the class does need love more than NBs.

The better players are already using it every time they need to.
Assassin's Will in PvP (which I think you're referring to) isn't a skill you use "as often as possible", it's a skill you use with your burst combo. "How often you can use it" has very little relevance as long as its travel speed stays the same, so as long as that and its damage stay untouched any QoL change is fine.
Also they're buffing multiple templar skills in this patch (sweeps radius increase for instance is deceptively powerful, you'll see). Which specific Templar skills do you feel are clunky to use?
