The 3,000 gold to change is partly a gold sink, but also partly a deterrent from turning CP into a situational numbers game.
The lore for CP isn't defined, but I see it as similar to any other Rededication shrine. In the case of CP, you're offering a donation to the Warrior, Mage, and Thief for the power to redistribute your earned points.
If ZOS were to break it down further and allow a donation to either the Warrior, Mage, or Thief for 1,000 apiece, that would be fine. It would still be a gold stink but also still an organic part of the game world. A CP template system would feel like an artificial game mechanic geared strictly toward the few aggressive min-maxxers out there.
For now your choices are to either pay the gold to get your numbers, or spread your points between PVP and PVE strategy so you have some buffs for both.

The cp lore isn't defined because their essentially is no lore behind it. It was implemented as a game mechanic and It should stay that way. Also this is first and foremost a video game, the lore comes afterwards. Without having cp templates players are limited in situation where there is no NEED to limit them.

Well hold on, now the lore should always come first. I don’t see why the towns couldn’t put forth major efforts to obtain constellation stones to swap em out in town for PvE and PvP in keeps.
It can be lore friendly and very user friendly too
Rift had something like that. You could have a DPS build and with one click switch to a tank build or any other kind of build, it would even switch out your gear. But ESO is not that kind of MMO. You have to make choices and sacrifices for your build, you don't get to have all your skills in use all the time.

Rather than using adds-ons, which consoles lack anyway, create saveable specs.
Each slot has a particular gear configuration, skill bar configuration, attribute configuration, and champion point configuration.
So, you are a click away from PvP tank, PvE tank, or PvE healer. With three slots, you can practice different builds and jump into chances to do varied content faster. If you want to modify a spec, you still have to go to the shrines like always.
So if you get bored with being a PvE healer and want to change that slot to a PvE DPS then hit a capital city and pay up, grind/craft new gear, and test out a new skill bar configuration. Give players more flexibility to try different things and take advantage of opportunities that arise, rather than "Wait let me go change X, Y, Z at the shrine" or "Hold on while I swap characters".
Sure, if you *want* to swap because another character needs xp, an achievement, or you are just bored with the one you are on, go ahead. And this addition to the game can encourage more experimentation with builds since you can always swap quickly back to one you know and like.
Let's make things smoother for everyone, especially those on Playstation and Xbox.

Yeah, I am almost certainly in the minority in that, thinking people should have to make -choices- and then live with them, instead of being able to switch to the most effective setup willy-nilly...
I can see how this would work.
"Hey everyone, I'm excited to announce that we're adding a new system to ESO - Champion Point Loadouts! Now you can have separate configurations for dungeons, trials, AvA, Battlegrounds - whatever you want! Change them out from the collectables menu, and respec your points for gold at any time!
We're giving you one loadout for free, and you can buy more from the crown store. They're on sale for 2000 crowns each!"
...or perhaps I'm just cynical.
