2: People can have plenty of reason to go back to a DLC. Orsinium has the Maelstrom Arena, Imperial City has the sewers and the actual city, Shadows of the Hist and Horns of the Reach are both dungeon-only DLCs and people can go back there for skins and motifs, the Thieve's Guild has heists, the Dark Brotherhood has dailies. All of the DLCs have motifs to go after, either for personal use or selling.

ZOS gives (some of) us a reason: hiding motifs behind dungeon or daily content. I STILL haven't finished my Minotaur/Order of the Hour motifs and I was doing both these dailies on at least 2 alts every day for awhile. Nowadays, Gold Coast is pretty dead so it takes awhile to find a group so I often don't bother trying since there are so many other dailies that ALSO have motifs. I like questing and tend to take my time through zones, but feel I don't have time to quest anymore if I want to do the dailies I need to turn in for achievements (like CWC slag town and bursar quests) and tiny percent chance of earning a motif.
I'd like to see the areas populated, but not the way ZOS currently tries to handle it by adding yet another thing to grind with abysmal drop rates.

Not at all. I thoroughly enjoy farming the bosses and delve dailies for motifs to add to my collection or sell every day.
